Purpose:

To specify the process for review and job classification of officer and select senior administrator positions. These positions include, but are not limited to, those titled as Vice-President, Associate or Assistant Vice President, Associate or Assistant Provost, Associate or Assistant Comptroller, and Secretary.

Policy:



The University's philosophy regarding job classification for officers and select senior administrators is to maintain job classifications and pay levels that are internally consistent and externally competitive. Positions will be classified based on the essential functions and job-related qualifications as documented in their job descriptions. To determine a position’s classification, UHRM - Compensation will use information obtained from the job description and from consultations with officers, select senior administrators and unit human resources representatives, as well as external compensation data. These positions must be approved by the President, the Provost, the Vice President and Chief Financial Officer (CFO), the Vice President for Strategic Initiatives, and/or the Board of Trustees.

Definitions:



Officers – As defined by the Bylaws of the University these are positions titled as Vice-President, Secretary and other such officers as recommended by the President. For the purposes of this policy, this definition will exclude the titles of President and Provost.

Select Senior Administrators – These are positions titled as Associate or Assistant Vice President, Associate or Assistant Provost, Associate or Assistant Comptroller, and other such senior administrators as recommended by the President.

Guidelines:

  1. Officers and Select Senior Administrators must demonstrate, as part of their regular job duties, major responsibilities of an independent nature which have University-wide impact.
  2. All employees in positions that are considered Select Senior Administrators, which do not meet the criteria established in Guideline 1, as of August 2007, will maintain the title. When the position becomes vacant, the process below will apply for review and continuation of the title.
  3. All employees in positions titled as defined above are employed at-will, which means that they or the University can terminate their employment at any time and for any reason, with or without advance notice. The only exception to incumbents' at-will status is where the University has entered into a written employment contract with the incumbent. Only the President and Provost have the authority to enter into such contracts, which must be in writing, reviewed by the Office of Legal Counsel, and signed by one of those officers.
Process: For Officers:
  1. Only the President, Provost, and Vice Presidents are eligible to request positions for classifications with the defined officer titles.
  2. Requests must be submitted to the President, Provost, and CFO for review by a memo, requesting the position title along with a detailed job description.
  3. The President, Provost, and CFO may request further information from the Vice President.
  4. If the President, Provost, and CFO approve the officer classification, the President will recommend the classification to the Board of Trustees by a docket to the Board of Trustees, as indicated in the Bylaws of the University. If the Board of Trustees approves the classification, the Secretary of the Board will share the docket with Human Resources to modify and maintain the record of Officers for the purposes of position posting, employee job classification, and benefits administration.
For Select Senior Administrators:
  1. Only Officers are eligible to request positions for classifications with the defined Select Senior Administrator titles.
  2. Requests must be submitted to the Provost, CFO and Vice President for Strategic Initiatives for review by a memo, requesting the position title along with a detailed job description.
  3. The Provost, CFO and Vice President for Strategic Initiatives may request further information from the requestor.
  4. If the Provost, CFO and Vice President for Strategic Initiatives approve the classification, Human Resources will be notified for the purposes of position posting, employee job classification, and benefits administration.
